Constantly changing bit rate display -- Mp3Pro

What does it mean when the bit rate as displayed is constantly
changing (128,256,160,128...) while playing certain MP3s?

E.g., observed when playing "MP3Pro" MP3s.

OK, I suppose it means there is some waste occurring, as the player
has not got a total grip on the format of the MP3, even though
playback sounds OK.

P.S., Are there any bit rates, above which would be a waste on a
S1MP3 or on my 50 year old ears, and I might as well convert the file
into a smaller version, to save disk space?

that is normal and in fact saves disk space by decreasing bitrates when not needed while still delivering hi-quality sound(by increasing bitrate when needed).it is coded this way by a variable bit rate codec.
